RELIANT CONSTRUCTION MANAGEMENT
Reliant is a full service project/construction management Firm founded by Mark Owens and Deb Hird in 2007, based in San Francisco, and serving the SF/Bay Area. Since this time, Reliant has engaged projects on 83 separate developments consisting of over 4650 units, earning a reputation as a leader in the field of project and construction management. We offer a variety of project management services, focused on repairing, maintaining and advancing the status of our clients assets through quality construction project management services.
Reliant has focused on hiring the best-of-the-best in the industry and prides itself on creating a company culture that breeds loyalty and encourages career longevity. We have a team with over 10 years of combined construction management experience in all aspects of Construction. Our knowledgeable team specializes in the planning, coordination and construction of a project from conception to completion. Our primary functions are to investigate, evaluate, define, communicate, facilitate and serve as our clients’ advocate in all types of construction-related projects.

Mark Owens
President
Mark Owens has more than 20 years of management experience with 10 plus years in the fields of construction and project management. Prior to Reliant, Mark served as an independent Project Manager where he oversaw mid to large-scale construction projects and engaged activities involving emergency management, capital improvement campaigns, special assessment packages and construction defect cases.
Mark’s background also includes activities and roles in the non-profit industry. During such time he managed staff and participated as an advisor to various Boards of Directors where his primary efforts were focused on organization development and branding.

Deb Hird
Senior Project Manager
Deb Hird is a San Jose native and has worked in project management for 20+ years at several of the Bay Area’s leading firms in building design and construction, including Pacific Peninsula Group. She had led teams large and small and managed a number of custom, high-end housing construction projects in the Silicon Valley.
Deb has broad experience in managing people and projects, generating comprehensive plans and meeting deadlines–on time and under budget. She has a flexible, people-oriented approach and doesn’t hesitate to roll up the sleeves and stay onsite until every detail on her checklist is complete.
